Waivers

Receiving Federal VA Education Benefits does not automatically qualify a servicemember, veteran, or dependent for resident tuition and/or residency in Alabama. Below are four options that can assist students in either qualifying for resident tuition rate.

Choice Act

Who qualifies?:

In accordance with Isakson & Roe Veterans Health Care and Benefits Improvement Act of 2020 (Public Law 116-315)’s modifications of Section 702 of the Veterans Access, Choice and Accountability Act of 2014 (“Choice Act”) and Public Law 114-315 Amendment of Section 702:

    1. Anyone using transferred Post-9/11 GI Bill® benefits who lives in the state where Auburn University is located.
    2. Anyone using benefits under the Marine Gunnery Sergeant John David Fry Scholarship who lives in the state where Auburn University is located (regardless of his/her formal state of residence).
    3. Anyone described above while he or she remains continuously enrolled (other than during regularly scheduled breaks between courses, semesters, or terms) at the same school. The person so described must have enrolled in the school and must be using educational benefits under Chapter 33, of title 38, United States Code

How to receive waiver?

Submit the following forms to: Choice Act

      1. Certificate of Eligibility (COE) for Fry Scholarship
      2. Proof of Domicile in AL (provide 1 of the following)
        • Utility Bill
        • Lease Agreement (must be under students’ name) OR
        • Notarized Letter if living with family member OR
        • Students Dorm Room Assignment if living on campus OR
        • AL Driver’s License

Yellow Ribbon Program

Who qualifies?:

The Yellow Ribbon Program (YRP) is an agreement between the degree-granting institution and the Department of Veterans Affairs (VA) which splits the delta between resident tuition and non-resident tuition. YRP is directly connected to Chapter 33: Post 9/11 GI Bill®. It is not automatically qualified to those on or using the benefits.

Auburn University offers 100 YRP slots each semester. For students wishing to participate in YRP, we recommend students apply as soon as they are accepted to Auburn University.

How to receive this benefit?

To apply for this program, an eligible student must:

    1. Complete the school’s admissions process in a VA approved major at Auburn University.
    2. Provide a copy of the Certificate of Eligibility (COE) indicating that the student is eligible at the 100% rate for the Post 9/11 GI Bill®.
    3. Be a non-resident undergraduate student at Auburn University who resides outside the state.
    4. Maintain Good Academic Standing at Auburn University.
    5. Complete the online YRP application

Please note: Due to the limited amount of slots available per semester, slots are filled on a first-come first-serve basis.

Students will retain his/her YRP slot until he/she:

    • Exhausts CH 33 Post 9/11 entitlements
    • Graduates from Auburn University
    • No longer maintains a good Academic Standing at Auburn University (Suspension and or withdrawal of classes)

Alabama House Bill 424 (HB424)

Who qualifies?:

HB424 is a non-resident tuition waiver given to veterans who enroll within 5 years of discharge from Active Duty Service, Retirement, or Honorable Discharge of continuous service of 2 years or more or have a service connected disability rating from the Department of Veterans Affairs.

How to receive waiver?

Students must submit the following documents to veterans@auburn.edu:

Category 1: Veteran

  1. Service Member’s DD-214 (Member 4 copy)
  2. Proof of Domicile in AL (provide 1 of the following:)
    • Utility Bill
    • Lease Agreement (must be under student’s name) OR
    • Notarized Letter if living with family member OR
    • – Dorm Room Assignment if living on campus OR
    • – AL Driver’s License

Category 2: Veteran with Service-Connected Disability Rating

  1. Service Member’s DD-214 (Member 4 copy)
  2. Disability Rating Paperwork
    • Veteran assigned a service-connected disability by the Department of Veterans  Affairs (DVA)

Category 3: Reservist

  1. Memorandum from Commanding Officer
    • Veteran currently serving in reserve component of Armed Forces of U.S.
  2. Proof of Domicile in AL (provide 1 of the following)
    • Utility Bill
    • Lease Agreement (must be under student’s name) OR
    • Notarized Letter if living with family member OR
    • Dorm Room Assignment if living on campus OR
    • AL Driver’s License

Alabama National Guard Non-Resident Tuition Waiver (ALNG Waiver)

Who qualifies?:

Alabama National Guard members in good standing are eligible for Alabama National Guard Non-Resident Tuition Waiver.

How to receive waiver?

Students must submit the following documents to veterans@auburn.edu:

    1. Copy of Current Assignment Orders and/or Military Contract
    2. Letter of Good Standing
      • Signed by Alabama National Guard Unit Commander
    3. Copy of Current DFAS Military Leave and Earnings Statement (LES) pay stub
    4. Student Signature on Student Certification Statement

Please note: Students can always appeal their residency status at https://residency.auburn.edu/ if they believe they qualify for resident tuition but do not fall in the above categories.
